Stephen Carbone is a 40-year veteran of the aviation industry, in both Maintenance and Operations. What does Stephen Carbone and AMSP offer industry? He brings 20 years of government oversight and investigatory experience with both the Federal Aviation Administration (FAA), as an aviation safety inspector, and the National Transportation Safety Board (NTSB), where he was the only FAA-certificated major accident investigator for aircraft maintenance. His active investigatory experience is based in Title 14 Code of Federal Regulations (CFR) Part 43, Part 65, Part 91, Part 119, Part 121, Part 125, Part 129, Part 135 (9 or less) and (10 or more), Part 145 and Part 147. He provides experience into both general aviation and major accident investigations, of both fixed wing and rotorcraft, plus he employed root cause analysis into these accidents. His experience investigating Parts 121 and 135 included a vast knowledge of both passenger and air cargo cultures, in both operations and maintenance.

Prior to Federal FAA and NTSB service, Stephen Carbone worked over 19 years for a major air cargo airline, in both operations and maintenance. He was a ramp operations supervisor in JFK International airport. His maintenance experience was as both a hangar (heavy maintenance) and line aircraft technician in Memphis International airport and Omaha’s Eppley Airfield. Before joining the NTSB, he was a line supervisor overseeing 35 mechanics in Newark-Liberty International airport.

Stephen Carbone taught safety classes at the FAA Academy and the NTSB Academy. This part of his career included writing and revising FAA safety inspector courses and NTSB investigator classes, which were taught to aviation safety, military and law enforcement professionals from across the globe.
